EASA has opened an online Rule SImplification Stakeholder Survey. The survey contributes to EASA's Simplification Programme, which aims to "make the regulatory framework easier to understand, implement, and manage, while preserving safety and supporting innovation, efficiency, and industry competitiveness."
We will submit a response on behalf of the EMFU. The EMFU's contribution will emphasize the need to simplify the Basic Regulation (2018/1139), the two Regulations on Unmanned Aircraft Systems (2019/947 and 2019/945) as well as the U-Space Regulation, with the aim to reduce restrictions and burdens for aeromodelling. In line with our earlier submissions, this will include:

We will submit a response on behalf of the EMFU. The EMFU's contribution will emphasize the need to simplify the Basic Regulation (2018/1139), the two Regulations on Unmanned Aircraft Systems (2019/947 and 2019/945) as well as the U-Space Regulation, with the aim to reduce restrictions and burdens for aeromodelling. In line with our earlier submissions, this will include:
- An explicit recognition of aeromodelling as a key contributor to Europe's competitiveness in aviation, including the development and deployment of new technologies as well as engaging youth and preparing them for aviation-related professions;
- A generally more permissive airspace management that provides a better balance between risk and permissiveness - in particular removing unnecessary airspace restrictions for model aircraft (height and location) - focus on inclusion and integration, not exclusion and excessive safety margins;
- A separate category for aeromodelling (next to the open category and the specific category), whilst not requiring re-opening existing Article 16 Authorisations;
- Simplified and less prescriptive process/criteria for Article 16 Authorisations;
- Removing or simplifying requirements related to age, competence, registration of pilots, facilitating slope soaring (increasing the weight limit), but also more permissive rules for free flight and control line flights (exclusion from the Basic Regulation) and reducing/removing barriers related to costs of registration/Art. 16 Authorisation as well as their duration.
- A pro-active engagement of EASA in a permissive implementation of rules related to aeromodelling in the Member States.
